Paper mache (pronounced mash - a (long a)).
Find something that is the shape or shapes you want to create.
Cut narrow strips of newpaper.
Mix flour and water into a watery paste.
Dip strips into paste.
Drape them over shape criss-cross fashion until completely covered and the shape you want. You can ad-lib the shape by adding more strips.
Let harden. Paint your paper mache as desired. Acrylic or poster paint will work.
Anything solid can be a shape. An upside-down bowl is good. The paste can't hurt it.
Just be sure to wash the paste out of the mixing container right away.

Papier Mache: Put a little flour and starch in a bucket and add enough water to make it pasty. Tear newspaper into strips and put it on top of the a cardboard (or any other firm material) form.

play dough would be easy. i had a project to do that was similar to that. i had to create a sanitary landfill.

basically what i did was made my major shapes with stuffed together newspapers, and glued them down using hot glue to my foam board base. i then bought a lot of play dough and kneaded them to make it soft and pliable. from there i smeared it on to the newspaper until a i got a surface, and i just built it up from there occasionally smoothing it with a palette knife.

Get cardboard, put clay over it, then a large lump with vertical sides in the middle. If you want food......mashed potato's.
