Yes, In the USA each state has independent inspectors who are licensed to measure the outflow of the pump. There is a % they can be off but it is so small that you don't see it at the pump handle.
There are Fuel dealers who will alter their output. I use this rule
if the price is 2.99 a gallon then 29.90 will get you 10 gallons. Also look for the sticker that shows when it was last inspected. If you have issues you can call the State Dept of Revenue to have the station checked out..

By law, it should be within 2%. If you feel it's not, you can request an investigation by the petroleum agency on the license stuck on the side of the pump.

You should, as they are regularly inspected by the state to make sure the gas stations are being honest. Or risk fines, and jail time and such.
