If you're talking about bouquets, buy from neighbourhood florists. If you're talking in big quantity, get it either from GG Flowers at upper paya lebar road or Goodwood at Thomson. Bought 20 stalks at $13 during V-day. Cheapest was 100 for $50

The Buzz (magazine stall) just outside Woodlands MRT. They sell 6 roses at S$6.

Some market at heartlands do have florist, they are much cheaper than those located in town or in shoppping centers.
