Do you keep a journal? If you're interested in writing, you really should. Every day, or whenever you feel like it, write what's on your mind, what new experiences you've had, how things seem to you that day, interesting situations--whatever! It can be a great source of ideas when your mind seems empty. In the meantime, how about writing a mystery-romance short story? Here's a challenge: It must have, let's say, a pineapple, a penguin, a parachute and a piano in it somewhere. Have fun!

One thing I've always heard is to write what you know. You have a little sister who's bugging you? Write about that. You're sitting there staring out into space? Write about what you see behind your eyes. You can even write about not knowing what to write about! It's worth a try - words have a way of following your fingers.
Even if you think it's bad, or silly, and you'll never ever show it to anyone, ever - just write it.
Alternately, you can also read some fanfiction about one of your favorite TV shows or books, and get inspired. Most of the stories that read the best are because the author has taken elements from his/her own life, and that understanding shows through, whether or not it's a story about a town here or a space battle in another galaxy.
Good luck! I know how it feels to sit there and feel that the words are all blocked up. In the end, I think you just have to relax and let go, and not think about it, which can be the hardest thing - but then inspiration will come around and hit you between the eyes.

How about a low level brewery worker in Prohibition era Chicago. He's offered a chance to move up in the organization if he'll take a strong arm position. He only took the illegal booze job in the first place 'cause he needed a job to support his family. They offer him the enforcer job, because he's big and tough. He's not violent though, and he's not sure he wants to be.. This leads to ethical questions, such as: why is it OK to break the law against brewing beer but not OK to break the law against breaking people's legs.
Possibly he could initially refuse to play ball, and the mob threatens his family. That could force him into acts of violence, either for his bosses or against them.
That's all I can think of right off the top of my head.

When I want to write,but can't seem to get my brain and pencil to work, I turn on one of my favorite Cd's, and after a few songs and getting into the music, it is like my pencil has a will of its own and it just starts writing, usually some very deep, soul searching stuff. I hope this helps you with your writers block. By the way, it works well whether your writing poetry, songs, or just a journal. Happy Writing.
