Yes there is and it works on the national level too. According to state statutes any parent who leaves a child alone under the age of 10 for a period longer than 12 hrs can be charged and convicted of negligence. It also states that any parent/guardian who leaves a child in the care of another without consent for a period of 48 hrs or more can be charged with abandonment.

Although these are the ground rules, certain local laws may/may not over ride them and the authorities are allowed to come to their own conclusions depending on the circumstances. If in doubt, call social services.

yes there is a Federal law and it would depend. Maybe you should find out from the local law (i.e. go in and ask an officer)
