Flannel is the type of fabric; plaid is the design pattern. Thus you can have plaid on any fabric.... flannel is soft and warm, mostly thought of wearing in cold climates.

Flannel is a fabric made of woven raw fibers, generally cotton, giving it a low smooth nap. It can be in any color or woven or printed with a plaid or any other design. Plaid is a pattern of either regular or irregular stripes intersecting at a right angle. Many fabrics can be woven or printed with a plaid (e.g., cotton shirting, suit linen, percale, et al.) Apples and oranges.
