Melted Down, And Added To Pavement.....Works Good On Sidewalks, Haven't Heard It Being Used For Streets Tho...But I Know In D.C. The Sidewalks Are Starting To Get Like That Recylced Rubber, And Plastics....

Old tires can, and are, used to make roads by cutting them into tiny pieces and bonding them together with a polymer (polyurathene or polyurathane resin).

Not heard of using plastic bags but I guess the theory would be the same.

Its melted down into a goop, then added into the tar. It makes the tar last longer. Therefore holding the road together better.

Melts down and added to the asphalt. Tires are also used in asphalt now. I work for a major asphalt company and we have been using all of it lately. And recycleable asphalt.
