The father of the church that I attend says that according to the Church that it is a rule that I have to wait? I just don't understand what one has to do with the other. After all it is costing us $$$$ for 2 annulments...

--Is Catholic--
Given what you say, and my experience this is what I believe to be going on.
My guess is that it is because your husband has not received his annulment. This should be the sticking point. At this point in time, the Church does not consider you to be married to your husband. If you are sleeping with somebody whom the Church doesn't recognize to be your husband, you cannot be confirmed because you, by sleeping with somebody who is not your husband, are de facto not in communion with the Church.
You have to understand that the Church considers that your husband is married to his first wife. WHY? The Church assume in the validity of marriage unless it is proven other wise. So the Church, at this moment, is given the benefit of the doubt to the promises your husband made at his first marriage. Hopefully you can see why this is a good thing. It means that the Church, if you two are married, will always assume that you are truly married and will uphold your promises to each other.
So at this moment, while you might feel very slighted that the Church considers that you shouldn't be sleeping with your husband, consider that the Church is placing the holiness of marriage as a more important thing than your own feelings. While it might hurt, you should see how wonderful it is that the Church stands for truth in marriage, commitment in marriage, and the sacramental nature of marriage. If the annulment goes through, and you are married, then consider how strongly the Church will stand by your marriage.

I'm Roman Catholic and the laws in the church are really strict, more so, if you've been married previously. Add on that your soon to be spouse is also having his previous marriage annuled and they darn near want to condemn you. Try offering to take marriage classes together through this church, sometimes that helps the priest lighten up a little. If it doesn't work, try another catholic church. It doesn't matter where you receive your confirmation, as long as you receive it. I wish it were easier, but sometimes a priest will form his own opinion about something and he'll just stick with it, which can make our lives a little more complicated.
Oh, and regards to why the priest is making it more difficult? You received the sacrament of marriage before you received your confirmation...it should have come before according to the seven sacraments. You could also always try confession and make sure he's the one hearing the confession, maybe he'll grant you some leway.
