I have a swimming pool with a little chlorine and salt water if i swim for a decent amount of days when the sun is not out will it make my skin more fair

No salt water nor chlorine will turn your skin any color.

Skin color is determined by pigment which gives color to the full depth of your skin.

If you were to bleach your skin it would only be the outer layer and as this is soon replaced it would only be a temporary thing anyway.

The chlorine in the swimming pool will bleach your skin (just as soaking clothes in chlorine bleaches them) but the concentration of chlorine in the water will be so low that you'll not see any difference.

The chlorine may lighten the pigment in you skin slightly, just like it is used in certain hair care products to lighten or strip hair color. Not salt water though.

salt water is good for most skin types because of the minerals. sucks for your hair though, if you don't get it out.

No it wont change.There are other ways.Yeah im really dark right now and have to get fairer.
