You are not aloowed to use one for residentiial properties and if smoeone came to harm as a result of you using one, you would be sued for alot of money.

I'm pretty sure you're not allowed anything with a very high ampage (it's amps that kill, not volts). And I believe you also have to have good signage to warn people if they touch the fence that they'll be electrocuted.
