What kind of worksheet are you talking about? Microsoft Access or InfoPath? I think 2003 and up has an encoding program. I know I tried to put an Access table online for login access, and it was very difficult to get it working. You have to build the database AND embed the worksheet in a webpage. But Access will build the HTML code for you. InfoPath I think is simply a matter of embeding an object with the tag and giving the location of the plug-in download site. Here's an example: http://www.disnetinc.com/ITmo2003e.htm

The easy answer is MS Works 2000 and MS IE browswer, but then again you lose half of your audience that might be using Navigator and/or Firefox. Otherwise, I can only think of server/client java programming as the answer.
