Cause they don't want to...assuming ghosts have no need to fall through the floor, but rather travel along the same type of path that anyone does through a house or building. Maybe it's just habit from when they were in physical form. : )

Because the smoke and mirrors used to create them are in the floor. Haven't you ever watched Scooby-Doo? The ghosts are projected from a trap door in the floor. The mirrors don't work if you run the ghosts into the floor.
Ghosts don't usually fall, anyway. Have you ever seen one trip, or smash into something? So they die, and then they spend their afterlife looking like clumsy schmucks? C'mon, let 'em have a little dignity!

Ghosts are echos of the past - and they will go through a wall if that is where a door was in their time... and through the floor if there was an old staircase there.

Floors are more sturdy? I think it's really supposed to be that they don't want to or believe they can. I'd like to lower the ceiling in a room with a ghost and see if it ducks.

They exist in a higher dimension. That is why they look like they are floating. They are actually three feet higher in elevation than our world.
