Not used it but it shouldn't be too hard to find out if it's legal.
If your downloading music without paying for it then the chances are it is illegal.
Their speed may very well be good but in the end it would also depends on server traffic and your connection.
To find out if it's any good the best thing to do is to try it and find out, or use a site that is recommended to you rarther than use one without recommendations.
