i can try to help you but i don't remember exacly what to do.

1. y=mx+b and to find "B" is in the coordinate given.. so its 2 or you can check if your not sure. so plug in what you know.. L's coordinate
y=mx+b
(2)=m(0)+b <-- the 0 cancels out
2=b
y=mx+2
2. Now you need to find L's slope
y=mx+b
(2)=m(0)+2
-2 -2
0=m
line L's slope is 0.

3. your line L's equation is : y=2
4. put 2x-3y=6 into slope-intercept equation.
5. 2x-3y=6
-3y=-2x+6
y= -2/3x-2

so you answer is NO because the two equation fon't have the opposite and recipocal slopes.
