The only thing that should go under compression shorts is a cup if you play in a sport that requires one or if using one is a good idea. For football, I would strongly suggest wearing a cup. Even if you get hit only once, getting hit below the belt sucks.

Nothing. If you wear anything under those kinds of shorts, the material is going to bunch up.

Nothing or whitey tighties... Anything else will cause chaffing very badly. You definitely do not want that when trying to be the best you can at practice etc.
