Boy or girl?
Girl= have a tea party with little scones and crumpets. Have people dress up and serve things like cucumber sandwiches. Maybe at a fancy hotel, or to save money, lay a nice bedsheet or tablespread out at home to make the table fancy.
Boy= Laser Tag and then rent a bunch of movies and eat pretzels and popcorn and pizza bites.

How cheap do you want to get? A country fair/festival that has a free concert included would be my suggestion. Parking on average is about $3 - $8 per car and admission is usually around $10 per person.

if you're close to the border..
bring 'em to Canada - drinking age is 18 -19 here (depending on province).. 19 yo American drunken binges were a rite of passage when I worked in bars here in Vancouver BC

Americans do NOT need a passport to come here (yet) justvalid ID, drivers license sort of thing...

get pizza or have a bbq and just let them hangout or even give them a certan amount of money to take his or her friends to go do somehting together that they want to do cause they will try to say well i am too old for parties and they are gonna want to do their own thing with their friends so give them a certian amount of money and just let them go have fun but give them rules and regulations on what they are allowed and not allowed to do and give them your trust and just let them do their thing

make it a surprise party, invite friends over and have a little party w/ drinks and music and dancing, or take him/her out to w/e resturaunt he/she wants for his/her b-day.
