Can be a gang sign indicating the house next to the shoes has some gang activity going on.
Also green porch light.
School kids do it to annoy other kids too. So they have to walk home barefoot.

I think there are many reasons - people like the challenge of getting the shoes to hang from the wire, practical jokes, boredom, etc. I think that the idea that this is some sort of gang or drug sign is a bit silly. First of all, if we all know about this as a sign of a place where you can buy drugs, don't you think the police would also know? Also, I have seen this practice done in Europe for many years - and in areas where I doubt there is a lot of drug traffic.

because they are totally stupid i saw a young kid get killed when he tried to get his shoed off the wire after some other kids player a joke on him and put his shoes over a telelphone and electric wire and it was not pretty trust me the smell of burning flesh is not good and seeing someone being burn alive is not cool so they do it cause they are stupid and they have no brians in their heads i guess

They do it to feel like they have achieved something in life. Every time they pedal their bike beneath the telephone wire, they will think to themselves, "Gosh, that was me! I did that!"
It's stupid, but at least it keeps them busy.

It means that someone in the community died....though many people will tell you it's a gang thing....trust me it sort of is....and it means that the gang members (or just plain friends) of the person who died are going to avenge the ones who killed him or her

skaters do it when the soles wear outta their shoes...
its kind of a poser / wannabe thing though as it has its roots in gang culture.. I think its played out and WEAK..
