There are 5 milliliters in 1 teaspoon...so there are 7.5 milliliters in 1 1/2 teaspoons.

First, the conversion given is for SI Metric. There are other metric systems in use. I am guessing this is regarding medicine and therefore should be SI Metric.
1 teaspoon =4.9289 ml
1 and 1/2 teaspoon = 7.3934 ml

You will need to do some rounding, but that is about it. Also, the numbers I provided were rounded, but I imagine that 4 decimal places is plenty good enough.
