You can locate the provider who owns the IP address, but that won't tell you who or where the person is that actually did it.
The provider normally won't tell you something like this without a suboena, but they may do something like terminate the account of the person who did it if there is proof for violating the terms of service agreement they have with the provider.

or you can try this,
