No, a contractor's license is only valid in the state it's issued in. However, applying for a license in Oregon should simply be a matter of filling out the application, providing a copy of your CA license and paying the fee. You shouldn't have to retake the test.

No, don't think so. You might be able to get around the test though. They want your money.
