don't know what the hell a snoogie is...i've heard of a noogie, where you wrap your arm around someones head and rub your knuckles into there skull....lame ?

A snot/loogie that is dangled from ones nostril. Meanwhile a index finger is applied to the opposing nostril to give it more force.
I have 11 brothers, of course I know this stuff.
