Well im a master in eye make up so this is what you do you take some white eye liner and put it above your eye lashes
on the bottom of your eye lip if you know what i mean and then use some black eye liner for a sex catty look or not. TIP PAY ATENTION TO MODOLS IN MAGAZINS AND LEARN

Use eyeliner only on the outer rim of the eyelids, not the inner rim.
Blend eyeliner with a cotton swab rather than leaving it as a harsh line.
Avoid drawing eyeliner on the inner corner of the lower lid; instead, start the line at the beginning of eyelash growth or even closer to the middle of the eye.
Use a light shade of eye shadow on the upper lid leading up to the brow, which will open up the eye. A darker color can be used in the fold of the eye.
Consider wearing false eyelashes to give your eyes a more wide-eyed, innocent look. Be sure to use natural-looking eyelashes.
Curl your eyelashes with an eyelash curler before applying mascara to give you the same effect as false eyelashes.
Try a black mascara if brown does not bring out your eyes enough.
Tips:
Chill your eye pencils before you sharpen them. They'll be less likely to break.
Try a fat crayon, which has a creamy-powdered texture, for a liner that is soft and less severe.
Try getting a makeover the next time you're at a cosmetic counter. Ask the person who does your makeover to help you emphasize your eyes.

Dark eyeliner makes eyes look smaller. Do not outline the entire eye; just about halfway across the bottom lid and all the way across the top. Use a medium shade (like a brown rather than black).
I wish I could draw you a picture of how to do the shadow... here is my best advice: go to a makeup counter at the mall and tell them the dilemma. They will do your eyes for you and you can see exactly how to do it and they will point out the shades that work best for you.

mascara is a very important tool here. First you will need an eyelash curler to open up the eye. Then use a black mascara product (i love maybelline voluminous) and apply just to the top lashes. Whatever you do do not apply eyeliner to the lower lid because that makes the eyes look smaller. Also you may want to use white eye shadow.

It's kind of a goth look (which I revel in, but realize it's not for all), but black eyeliner, across the entire top lid, and half way towards the bottom lid (from middle, to side away from nose) will give you instant wide eyes. Both Revlon and Clinique (esp. the latter) make great liquid kohl.

Get a white or silver eyeliner pencil and line the lower lid ABOVE the lower lashes. Just pull your lower lid down a bit (very gently!) and run the pencil over the the little path right above the lash-line. This really opens up and brightens the eye.

Play up your eyes a lot by eyeliner, eyeshadow...etc but for the lips, do a light gloss. People are more attracted to colors so it will make your eyes look bigger.

line your upper lids with black eyeliner and stretch the line a little longer to the outter eyes, dont' line bottom. then put on lenthening mascara on the top and bottom lashes. Then put white cream eyeshadow or any eyeshadow that is light colored on the top of your lids and on the inner corner of your eyes.

I heard somewhere that white eyeliner is supposed to work wonders! Wear a dark one underneath your eyes, and the white ontop.

Using a light colored brightener on your top lid instead of a dark liner will work. Clinique has some pretty ones.
