It's F, that's why French Horn is in key of F. Everything is transposed a 4th up. On instruments like trumpet or baritone (those that read it in treble clef), concert Bb is written C. However, on instruments like Tuba, a C Tuba means that the open scale is C. So it sucks for tuba players that get a C tuba after learning a Bb tuba because they have to learn all new fingerings. The reason that things are transposed on Treble clef instruments is because so many of them come in different sizes. For instance, there are 5 saxophones. They are all in different keys, but are built and written so that you can switch from sax to sax and read a scale and it will be easy, only the sounding note will be different. Confused yet?

*edit*
I must correct the answer below. F is a 4th below Bb, not a 5th. Intervals are determined by steps in the scale, not by half-steps.
F-G-A-Bb=4th
F-G-A-Bb-C=5th.

Good luck with French Horn. Some history on brass instruments. Before there were keys, all brass instruments changed notes by adjusting their embouchure to go from note to note inthe natural array in the harmonic series. The problem was they couldn't play notes inbetween the natural notes on the horn (You can still do this, just start low and tighten your embouchure and the notes naturally get higher). So when they would play songs in different keys they had to change instruments. That's why today you still see parts that say "Horn in G" "Horn in C" "Horn in F" etc. If you're lucky, the part is in F and you don't have to think. If the part is in C, you have to transpose everything in your head and play it all up a 5th. Sucks huh? I don't know why they never transposed those ones.
