I'm guessing you've removed the "C" clip, and are not able to pull the wheel off the axle.
I wish I had an easy answer for this. But I don't.
More than likely there is a bunch of rust holding the axle, and wheel together. There is also a 1\4" key in between the axle and the wheel. (don't loose this)
Spray the heck out if it with penetrant and let it sit over night.
Then use a fairly large hammer and long 2x4 to try to force the wheel off the axle.
It is supose to come off.......It's just a real bugger sometimes.

Jack up the back of the mower. Take the plastic cover off the center hub(should just pop off).
Next there will be a snap ring on the shaft with notches in it. Put a screw driver in one of the notches and and twist the screw driver to pop the snap ring off(protect you eyes because sometimes it goes flying). next should be a flat washer then you just pull the wheel toward you and it should slide off. There is a notch(keyway) in the shaft. When you reassemble make sure the key is in the keyway and you line it up with the notch in the rim. I've seen where people forget to put the key back in and go to drive the mower and it won't move. It wouldn't hurt to put a little grease or oil on the shaft either for future removal.

I put the tire in my vise close to the rim and try to break the seal that way. Harbour Frieght sells an attachment to their tire changer that you can get. They have a web page and will send you a catalog. You can take it to your lawnmower shop, or a tire place.

Depends on make and style of mower. Usually you lift up with engine off. check to see what size wrench you need and have at it. You might have to block the wheel to keep it from turning as to remove the bolts. why do you want to remove is it flat? If only flat get some tire seal at your local auto store. follow the instructions on the bottle, then air it up to about 25lb psi.

How to remove the rim.... not tire.....
Theres a "C" clip you must remove first...... may or may not be rusted on, so use a little rust penetrator on the axle and let it set if it doesn't come right off.
