that is kind of a loaded question.
if you want and need a computer for cruising the net and maybe word processing, and some other stuff. well those needs are not heavy on the computer, however if you are into gaming and LAN parties, then more computer may be needed.

your basic new computer needs for under or around $500 can be obtained by purchasing a package deal from many places, if you buy from the net be aware that shipping can bite your budget.

okay lets assume that all you need and want is a new basic computer. At walmart you can get a compaq with monitor, tower, keyboard, speakers, and even a printer for $498 http://www.walmart.com/catalog/product.do?product_id=4660747 if you shop around you can find good deals elsewhere too . my mom uses a walmart package computer and does heavy graphics in Print shop pro. it works fantastic for her. shop around, and know what you want to use it for before you actually buy. to keep the cost down, don't buy more than you really need.

If you have a local computer repair shop near you, you might check if they have a rebuilt / repaired / trade in computer for sale. Any of those should be very cheap and if they were gone over by a tech, they should be in good working order.

I like Dell. you can usually find a good price on them on their website...but first check the net for internet coupons. They are free and can save you alot of money all for entering a code. Free and easy. Dell.com
