he cant say, if he does tell you, you have to lie in the pavement too! excellent song and vid, all radioheads videos are spiffy in my opinion

I think it kinda means that somtimes your better not to know. The guy told the people why they he was lying there and they all had to lay down. He tried to warn them, he tried to get them not to ask him, he told them its better not to know. Somtimes learning certain things or having certain conversations can change you for ever.

From what i can work out he is Death, satan what ever you want to call him and he can kill more people by laying on the floor and attracting people around him then walking around.
