Just look at other anime drawings and draw those until you get the hang of it. You can then develop your own style and ideas.

I know what you should do, you should buy any anime Magazine ( anime insider, Newtype-usa) or a book like How to Draw Manga you can probably find at local Library and practice drawing certain parts of an anime character, such as: the nose, eyes, face shape, hair, neck, then torso, or compile them all on a same page thats what I did and I got much better when I look at what I was doing wrong and when I discovered what was wrong with what I was doing I was able to fix the nose or the eyes or the clothes.

What I did was:
1) Gather some printing or drawing paper or your sketch book.
2) staple them together
3) Label what each page would be Ex. Nose, Eyes, or Face shapes.
4) Then look in Magazines and study the pictures as a whole and body parts.
5) Then Practice drawing certain parts on the seperate pages. or Just study what Character you want to draw as a whole look over the whole page for a few minutes, then draw as good as you every day until you can draw what ever it is you happen to be studying.

alright, well, first off, what is the picture you want to draw? that is the question you need to answer before doing drawing. there are a ton of books that can teach you to draw anime. you can find these books at a library or a bookstore and it shouldn't be too hard to find it. trust me, do read the book! it is very important to read a how-to book or you might end up rushing it too fast because it is not always that simple to draw if you are not skilled enough. next, take a pencil, pencil sharpener, eraser and a piece of paper and set it down carefully. read every part of the book and follow it while you are practicing. practice and follwo the instructions step-by-step until you got it looking good. it might be a bit tricky, but better than not doing it at all. be creative in what you draw. use your imagination and have fun!

Don't worry . . .
There are some bookstores there that sells anime guide books.
There you can find a better way of drawing anime. You can also search for websites if you want . . . but that would be harder. You can ask some of your friends who can draw anime.
Or . . . this is the best way to start . . .
Try to buy some Manga! - japanese anime book.
there you can see anime pictures in wchich you can copy first . . . then try to study . . . then and then . . . you'll find that you're getting good at it.

Trace some of the anime you like, so you can get a feel for the style. Spend a lot of time really looking at anime and mentally breaking it into simple shapes (like circles, rectangles, etc). It's amazing how you can break up almost anything into a group of shapes. Then, keep practicing. It will take a lot of patience and time for you to be able to make drawings look the way you want them to.

Find a good website or buy a book. I've seen many books in comic book stores. Also http://animeworld.com/howtodraw/index.html should be pretty good.
