Partially. From what I understand, the actors are given a basic plot outline and maybe some lines, but basically it is improv

No, its a sitcom with set scripts in place. Now they may add a few lines here and there at the spur of the moment, but I doubt it. Larry David is controlling, as well he should be.
Improv is like Second City comedy theatre in Chicago, which is improv, and that show I don't care of, Whats Your Line, that is Improv.

^^^ I second what that person said. I read somewhere that there is a script outline, but that a lot of the dialogue is improv.

Part of it is-they have a story line but they ad-lib alot

ld gives the actors the basic plot & everyone ad-libs from there.
