Have the utilities in YOUR name, not his.
That is the only way to protect yourself.

Don't pay cash. Use your money orders or checks. Also, tell him you need a BILL or STATEMENT, not a receipt-- then you can use the other half of the money order or the check when you get it back from the bank, and staple them together.
Are your utilities a set amount every month or do they vary? If they vary, just meet up with him to pay with a piece of paper already written out-- Put "Paid on August 25th to Gary Smith, Rent in the amount of $800 and utilities in the amount of $45 for the month of September.".... WRITE IT YOURSELF to be clear on what is being paid and ask him to sign the bottom and date it. THen you have your own receipt. :-). Just NEVER pay cash if he's doing this.

Anytime that you give him money he should always provide you with the receipt and what it is for.
Make sure that you do not give him cash, only checks or money order or cashier checks. Make sure to always thoroughly fill them out for your records.
If he is a private owner you can contact the Attorney Generals Office in your area and report him. If it is a company that you are renting from you can always call the property management company.
If push comes to shove and he is still being difficult, contact an attorney and explain to them your situation.
If he is making extra money off of you, I'm sure the IRS would like to know.

What does your lease say? If the utilities are in his name, and he makes the payments, then it seems reasonable for him to keep the receipts for that. However, if he takes any cash from you, he should give you a receipt for the money you pay him. In other words, he probably can charge you whatever he wants for the utilities, since you are paying him to provide those services. It is common for landlords to just bundle the utilities into the rent, and to charge a flat total fee. If you want receipts for the utilities, ask him to transfer them into your name. Just be prepared to pay deposits and connection charges.

First off always pay him by money order or cashiers check. Keep all of your stubs. Write out what the payments are for-break it out. Then write him a letter and send it certified asking for a full accounting of your account. Then tell him in the future to send you an invoice/bill if he expects payment.

Start giving him money orders, its just as good as cash.
If he won't accept them, turn his name in to the housing authorities.
