10 choices for the first number
10 choices for the second number
10 for the third
10 choices for the 4th

Another way to look at it is this: 0-9999. There are 10,000 different numbers there.

Your question is "how many combinations" . We must be very clear with the words. Combinations is technical word in Math.

Combinations are subsets of a set.

The numbers of combinations is C(10,4) = 10!/(4!6!)

This is: 10.9.8.7.6.5.4.3.2.1/(4.3.2.1.6.5.4.3.2.1) and simplifying we get: 210

You you want to know the number of arrangements(not combinations) the solution is P(10,4) = 10!/6!

In all case above were considered that the digit are different in each group. If it is permitted to have 3344 then we will get others results.
