If it is blown out (a loud bang and broken sidewall) there is no safe way to repair it. If the tire just went flat, you may be able to plug it. There are lots of places who have used tires that can be bought cheaply. Some people buy tires before the cords show through and the tire dealer has to pay to have those hauled away. $20 should get you a decent spare.

No it cant. Thats why its called a spare. Once its worn out or punctured, it has to be replaced, meaning the rim and tire. A lot of you local junk yards will have them really cheap. After all they are just spare tires.

You can get a can of foam which will expand in the tire and let you drive on it but it doesn't last long and you cant drive very fast.
You can also get a tube fitted if the tire is in good condition, this is just like having a normal tire.

Blown out implies a large hole. If it is a tear or hole big enough to put yoyr finger in or on the sidewall then no.
Best toss it. Ah, I mean, recycle it properly.
Wouldn't want the recycle poice after me.

Not Normally. If the hole is bigger than a nail, it would be better to get a new tire. It can blow out again while driving and cause a major accident.

it depends on if its a full sized spare tire or a doughnut. If its full sized then yes depending on the damage and if its a doughtnut maybe but i definitely wouldn't recommend it
