Most def, lets say you are a seller selling 100's of CD's and you tell your customers to subtract 20 cents for shipping per additional item thats the coupon

Yes you can. I have seen quite a few and I don't think eBay prohibits it. However I doubt too many people would buy one unless it was a very good deal.
