You have a two part question, so let's answer it in two parts. Your best bet on windows is to shop around. Go to lumber yards and home centers in your area. Get educated on the types of windows available. Once you've decided on the type, measure and compare brands and prices. I recommend staying far away from HD or Lowe's on anything technical. You want someone who knows what he(or she) is doing. That way, you will end up getting what you think you ordered.
With the window order ready to place, shop for contractors. You don't want the cheapest. You want somebody who'll do a good job at a fair price.A bad installation will affect window operation, weather tightness, and life.
