Would any country use terrorism to defend them-self if they couldn't do it any other way?

Would the US, Brittain, France or Isreal do it if they were being attacked or bullied by a country they couldn't defend themself from in any other way?

USA as far as I've known have been involve with shading dealings that can be rated as blue-collar terrorism. Look at the cold war. France and Britain did the same when Germany took them on in WW2. And even right before this War on Terrorism we were involved with a lot of espionage and culvert operation. So we do just in our own style.
