As in US Constitutional Amendments?

Good thing: it's hard to amend.
Bad thing: it's hard to amend.

Good thing: requires an overwhelming (3/4) majority state approval.
Bad thing: requires an overwhelming (3/4) majority state approval.

You get the idea. It prohibits the constitution from being changed lightly based on passing emotional activism, but it also prevents the constitution from being amended if enough people just decide to be stubborn about it and refuse to leg go of their personal agenda.
