Yes, technically you can, it's only that the monthly cost would be (MUCH) higher than using an ISP. However, it is possible that you cover your own cost of maintaining that direct connection by becoming an ISP yourself, meaning you'll share your bandwidth to others with a price (you might need to register that as a company though).
The purpose of ISP is simply providing you with cheap internet connection (well, cheaper than hiring a place in those satellites).

It is possible if you have a laptop with a modem with a wireless adapter. You can leach onto other people's unsecured wireless networks. You are automatically assigned their IP address. A laptop is needed because sometimes you must go to other locations to pick up a signal (any WiFi hotspot will do). If you are lucky maybe one of your neighbors will have an unsecured network. Of course the downside is that your neighbors may secure their network once they realize what is going on so you don't know how long your free service will last. Also there may be some sharing occuring between your computer and theirs so if their computer gets a virus yours is likely to also. I have lived in a college town for a year without paying for internet service. I maintain my firewall and use an antivirus program. so far so good. I always can pick up a signal in my house although it is sometimes weak so I have to try different areas in the house and keep checking for available wireless networks.

(1) Local Area Network
You can connect computers at home or neighborhood and create a LAN without going through ISP or pay any money. If any of them have an internet connection you can share it without cost.
(2) Wireless internet
You can use "hotspot" type free wireless access points (many are in coffee shops etc) and not pay any $$$ to isp.

You would have to pay but the cost would be about $200 a month for bandwidth leasing if you didn't use and ISP.
An ISP leases the bandwidth and then divides it amoung many people at a fee so that they get $400 for a $200 cable.
Also note you would have to pay a massive amount to have a cable buried and installed into your home. (ISP already did this but its the ISP cable NOT YOURS)
Total cost per month - $1,200
So which is better
ISP - $40 /month
YOU - $1,200 /month
???

Update - $1,200 was just a very low estimate guess. I know it is higher but if you have $1,200 to spend every month you might as well send it to me.

the only way to do it without paying is by going wireless but that is really only going to work if you live in a condo or apartment complex houses are to spread out to pick up a wireless signal
but if you do live in one of those just get a usb wireless adapter install the software that comes with it and then view available networks
when looking at the networks some of them will have a lock icon on them you will not be able to access those but if you see one that does not have a lock on it just double click it and your in
