Scumbag was an old slang (like 1940s) for used condom. I read an interview with Conan O'Brien years ago and he was talking about FCC regulations. He wanted to call someone a Scumbag on TV but they (the FCC) wouldn't let him, they suggested he change it to douche bag. True story.
