I suggest contacting one of the department stores in your neighborhood. Very often, makeup departments offer free makeovers and makeup lessons, but you may have to schedule an appointment. I suggest Bobby Brown or Trish McEvoy products. I believe MAC stores will also do makeup lessons as well.

Eyeliner: (pencil) Go from under one corner of your eye to the other. Don't put the eyeliner actually in your eye!
Blush: Consult your mom, older sister, friend, or a magazine on this one.
Lipstick/Lipgloss: Go for a shade that looks good on you, or one that matches or enhances your natural lip color.

go to a department store, like the lancome counter, and get a lesson, and then buy the mascara. That's your first lesson. There is no better mascara than lancome. You'll have to experiment with other stuff to see what else you like.

go to a MAC cosmetics beauty counter. there's one at macy's. they show u what cosmetics are "4 u", how to apply them, and what brushes to use... etc.
u'll ttly love it. i did, and so many other woman/girls.
+ their makeup is CUTE, affordable ($), and doesn't crease!
