I need to buy some clothing for my little bro, as my parents wont buy him very cool clothes, but i have no idea what is "cool/hip" nowadays. He wears 16/18. HELP

Look at some of the things his friend are wearing. If you must, take him with you to make sure that he gets something that he likes. Or ask him to give to pictures of clothes that he likes.
