Just as the saying goes, sex is mostly betwen the ears. I'm a transsexual woman. I grew up with high levels of testosterone, obviously. When I was 19 1/2 I finally got on a testosterone blocker and estrogen. Since then my sex drive has been the same as before even though I've been on them for about 8 months. The difference in hormone levels doesn't affect sex drive.
There have been studies done on sex drive that have focused on various comparisons such as sex drives of women with similar and different levels of various hormones and comparisons between the drives of men and women. The general concensus has been that hormone levels don't really have too much effect on sex drive. Heck, the only reason I don't masturbate as much now as I did back when I had testosterone is because I don't have the time.

The answer to your question is "NO." A woman's sexual desire and sexual feelings are just as strong as any man's desire and feeling. They take more emotion to turn 'on' that desire and feeling. As a guy, it's your job to get those emotions to kick in and working. As a woman, it's your job to secure the trappings necessary for emotional ties, such as love, fidelity, passion, trust and caring. The two sexes are very different in their approach to sex, and that has no bearing on hormone level.
