I have already mounted the unit at 3m high, facing the neighbours garden. Air con unit is 9" from boundry fence. Fence is 6' high.
The neighbours have already contacted the council saying it's unsightly and a inspector is coming to look. What will he be looking for?

Yes, you should have got planning permission for the installation. He will be looking as to whether you have breachede the local plan, and whether it actually could have come under permitted development rights. He will also advise you that you should have probably sought Building Regulations Approval.
Wait and see what he says, and then act accordingly.

u mite need planing permisson. the council can make u take it down depends on the council ur wiv

it's like mounting expel air vent. no need for planning permissions
