If this is an old toilet that use to work, your toilet is clogged or the sewer line is clogged.
1. If you got #2 in there, then scoop it out and discard, then use a plunger. Plunge until water disappears, then add more water manually with a bucket so that you can control the amount of water. Continue this process until toilet manuially flushes properly with out plunging.
2. If plunging doesn't work, use a snake, which is a stiff spring wire that rotates in a screwing fashion; found at hardware stores. Now screw the snake in the toilet bowl using similar water adding procedures as you did with plunger. Again continue until toilet manually flushes properly with out the snake.
3. If this doesn't do it you will have to remove toilet and find the clog, either in the toilet or the main line below the toilet. If you don't know how to re-set the toilet back then you should call a plumber.
4. New toilets use 1.6 gals to flush and some brands are more efficient and better than others. However even a new toilet should manually flush with decent force. (Assuming that you don't have a clog) To check if the toilet has enough force, add clean toilet paper to the bowl and manually test flush. Paper should go down with no problem. If it manually flushes ok but not ok from the tank water, check to see if your flapper is allowing the maximum 1.6 gals to go into the bowl. After depressing the flush handle, the flapper in the tank should remain open until most of the water is emptied from the tank into the bowl. Make sure flapper flips freely and doesn't stick and close too quickly before the tank is emptied. Check to see if your valve allows the tank to fill to a full level marker. Many tanks have a full level marker line engraved on the inside of the tank about 4-5 inches from the top. If all of this fails then check with where you purchased it.

So your saying you flush, the water level rises in the bowl to near the top and then slowly drains back down without the normal swirling and complete emptying of the bowl? You have a clog in your toilet/pipe. You can get a snake and try to snake through the toilet, and if you can't get it yourself you'll need to call a plumber or rotorooter.

It sounds like the line is blocked. Try unblocking it with a plunger.
If it is not that, you may need to explore other options.

There is something stuck in the toilet. It's an inside job. Try a plunger.

Ur pipe might be clogged if nothing goes down.get a plunger and see if it unclogs.If the problem only jsut started try calling ur city to see if they're doing work on the sewer line or smething.
