I assume you will be landing at Ezeiza the main airport in Buenos Aires. After you clear customs you can find an ATM at the airport get enough scratch.. There is a counter called Manuel Tienda Leon that operates a bus from 5 AM to 10 PM every half hour that will take you to all the major hotels in the center city for $13

Exchange about 50.00 before you go (in case you need cab fare or something upon arrival)
Once you arrive, you can get money from the local ATM; the exchange rate is better and it will be more convenient
Your ATM card is good in a foreign country as long as you have only a 4-5 digit pin number

It's best to exchange in Argentina you will get the best rate. It is better not to change at airport. Bank ATM or sometime money changer black mkt are better for good rate.

I have always found it better to wait until I was in another country. And not at the airport. It is usually more expensive to change money at the airport. Most places take dollars, though.

Definatley in the US .You may need something at the airport .Also when you get there , you really will not know if they are going to cheat you in anyway.
