Babies respond better to the high pitch baby voice. That's probably why we do it....to get a reaction from them. Not much happens when you talk to them in your regular voice.

Yep pretty much all the time when I talk to my nephew. I also talk to my cat like that sometimes.

no I speak in a normal voice it helps them to develop their own speech.

no, 'cuz when you do, it takes longer for them to talk correctly.
