Whose kids throw toys and stuff and make a lot of noise, and not only their kids but also they must tend other people's kids and they're yelling in a forgeign language and throwing stuff and trying to kick holes in our fence, and to make matters worse the neighbors' kitchen window is high and they can look over our back yard, and I sure want to put t stop to that, etc., etc.
Yes, I need to build an arbor, and should I use vinyl or what. And bolt it all together really sturdy.
And maybe just pay someone to build it.
And then the neighbors behind us have dogs, lord have mercy. Life in the city is an awful chore.

You poor thing where do you live??? is it legal to shot the neighbors and dogs? duct tape the kids to their kitchen window then they can't throw stuff in your back yard and they can't see into your yard. I would suggest building privacy fence and if you have too collect all the things they throw in your back yard and one day drop it ALL back in their yard let them see how it feels. Good Luck!

You'd have better luck putting this in the DIY section on here, like in home improvement.

That said, I saw a thing on, I think, This Old House, where people put in a hedgerow thing but it took like 10 years to really grow in. But fences are different--you can only build them to a certain height, and they may have restrictions on arbors and stuff. You should probably check with your city first to make sure they don't have some kind of rules that will let your neighbors complain against *you* and get your arbor torn down. Other than that, check This Old House or diy websites and maybe they have some info.
