I know CREATIVE does. They come with a FM tuner and a voice recorder. They are like $59 or so at Circuit City.com. That's where I bought mine. It has 512 MB. Excellent MP3 if you just want it for music. Its the CREATIVE ZEN NANO PLUS.

No. Some do like the Sandisk e250. The IPOD doesn't but they do sell an attachment that you can add to the ipod to make it get FM stattions.
However, most MP3 players do not get FM radio straight out of the box.
