Both are Shōnen, but the two characters have differences.

With regards to the school-uniform, it cannot be helped. As the wiki demonstrates;

The sailor outfit or sailor fuku (sērā-fuku?) is a common Japanese school uniform worn by middle school and high school female students. It was introduced as a school uniform in 1921 by the principal of Fukuoka Jo Gakuin University (Fukuoka Jo Gakuin University?), Elizabeth Lee. It was modelled after the uniform used by the British Royal Navy at the time, which she herself had experienced as an exchange student in the United Kingdom.

For that reason, most female characters in Anime are shown to wear such an outfit. In addition to Kagome and Rei Hino, the uniform can be seen in many other titles, including Neon Genesis Evangelion.
