The tickets were written in 1989, I just went through DUI classes and am trying to get my license back.

Like i said before, No.

It is still on your record. You still have to pay if you want your record completely cleared.

A statue of limitations has nothing to do with paying a ticket. It refers to the time between the action that gave raise to the legal issue and the beginning of legal action. The ticket is the beginning of legal action, it has started, the statue of limitations no longer applies.

A ticket is a ticket is a ticket. unfortunately when you get a DUI, the DMV will go over everything in your record. and technically, any tickets not paid for is a violation of your probation which i am assuming you are on since the DUI. Did you know if a cop was being a d!ck, you can go to jail for jaywalking? those DUI's really suck! so, yeah, you better pay that ticket if you want your license back.
