Tools--> Internet Options-->Settings--> View Files
From there you can view the cookies. Open them is notepad to see what they contain.
They are normally very specific to the websites that left them and they are not always human readable. Sometimes they are just session ID and user account hashes. Then again sometimes you can read most of whats there. All depends ont eh site that left each cookie.

I know this works for Windows XP. Go to tools, then internet options. click on "settings" beside the "delete cookies" button, then click on "view files" and it will open the temporary internet file folder. Select all and delete. You should get a popup that asks if you want to delete cookies. Say no and eveything except the cookies will be deleted. Then you can look at and choose which ones you want to delete.

Steps to delete cookies:
1. - Open Control Panel
2. - Double Click on Internet Options.
3. - Choose Delete Cookies (I recommend you to delete the temporary files too)
Steps to see cookies.
1.- Open Control Panel
2. - Double Click on Internet Options.
3.- Settings
View Files (and them double click on the file and you will see the content of the cookie)
View objects. (same as above)

I use mcafee security system and that is a built in system you set it up once and it does it for you. go to control panel, Internet options, that will bring you to a section click on the tab will show cookies but because of the cookies you delete.

Most cookies are NOT simple text that you can read like a document.
You can view cookies by assigning a program (such as Notepad, Wordpad, MS Word, etc).. to view cookies.
