We are going to be selling our house and don't want questions raised about the integrity of the windows, which I really think work great. It's just from winter condensation and having the windows open at other times of year. I tried Howard's Restor-a-Finish and it didn't work. So, do we need to sand and revarnish these or will a home inspector ding us on this? Is this just one of those wear n tear things that won't matter in the long run, or will it be imparative to repair it? I don't know how this works for little stuff like this.

It should be disclosed as you say in your disclosure package. Consult your realtor. But the home and/ or pest inspector may bring it up. If it's metal windows, it's not unusual. If it's wood or vinyls, then you can explain to the inspector at the time. The only way to know if it's leaking would be a water test. Let the buyer do that.

It WILL reflect in the price - it means lack of ventilation - which leads to dampness - which is a worry to buyers.

Sand them down - give a Primer Coat Sealant, then followed by the finishing Varnish coat.
